Default English Language Track vs English Subtitles

This is probably a dumb question, and this is one I have wondered about for a very long time, but what is the difference between the two? For example, the German Blu-ray release of Control has an English language track, but not English subtitles. Would I be able to view that and get words on bottom, so I know what is being said? Thanks in advance.

Language track means there are voice overs (e.g. everything is spoken in English), whereas subtitles are just that.

Control is supposed to be in English. For this release, they chose not to include the English subtitle.
