Why does it need Dolby Vision?

Watch enough Dolby Vision titles on Vudu or the native discs coming out and you can really start to see the differneces when HDR isn't just slapped on there but actually programed scene for scene. I don't mind HDR10 as a basic approach, but since Dolby Vision is being made available for more and more films theatrically (as it was for IT), there's really no reason not to include it on the disc

Is the 4K disc going to actually be the extended cut or are they going to pull that bullshit where you only get the extended cut with the BD and the 4K version is the theatrical one? I might not have a 4K player yet, but it's worthless to buy this release if it doesn't included the extended cut on both discs.

Warner Bros has a track history. I think you've already answered your own question. Maybe they've had enough complaints and the right person heard them. Or maybe not.
