Default White flecks/specks

The recent review of Children of Men mentioned white flecks here and there in the video transfer. So do these white flecks appear in a lot of films? I thought codecs in my 360 add-on were the cause of it. I have a repair order for this with MS, pending my mailing it to them.

I think this is part of the film itself. I could be mistaken, but I remember when watching this in the theatres, saying to myself, man this has a lot of film grain/noise.

More specifically, I'm talking about those white flecks/specks that pop up once in a while. They don't seem to be part of the normal film grain/noise. They're particularly noticeable against a darker shot.
