Scott Austin told IGN that 2GB is now the size limit - not because Microsoft is still imposing a size-limit rule, but because 2GB is a technical limitation of the system being used for XBLA.

why don't they just quit with the crap and just drop the limit altogether?

Did you read the article? According to the article, the cap has been lifted, the 2GB is due to a limit with the current infrastructure. I wonder what that means exactly?

No idea, but it sounds retarded considering they put up Xbox 360 and OGXbox games with a much bigger file size than XBLA games. probably just PR fud.

The technical limitation is: People still own 20gb HDDs.

The game limitation is probably due to the HDD limitation. They need to lift that thing or make it much higher, like 500 GB. You can get 1 500 GB HD's for like $80, not sure why in the hell they just don't make some adapter you can just plug in an OEM drive and run from the 360. It's redonkulous.
