Default Is it Possible to get a Bad (Video Quality) BD?

I swear my new copy of Casino Royale looks much Crisper/Sharper. I exchanged it because not only my first copy Skipped/Frozed several times but it looked washed out.

Is this possible, does it makes sense?

Sure it could be possible. I mean most mass produced items have at least a 1% wastage rate. Some of that could have slipped through QA and made it all the way onto store shelves.
