Default Do European Blu-Rays have 24 to 25 fps speedup?

This may sound like a silly question, but I ordered the Rock and Starship Troopers from the UK, and I noticed their running times are both listed as a few minutes shorter than their US counterparts. Do they have the same speedup that PAL DVDs have?

No. HD media do not use the NTSC/PAL specs.

Its 1080p24 now, no matter the country!

The packaging listing the run times is probably just taken from their DVD equivalents.

Having got The Rock & Starship Troopers myself, I can clarify this to be true. No stupid speedup!
