If terrorists are successful people are generally going to shelter themselves and stay home out of fear, and NOT buy anything. So the drug cartels would then lose their business. Unless of course they both had a "common foe" then. Never Mind. It's a D2V Seagal movie, not expecting much. From the sounds of my analysis, this could have been a better plot, lol.

Haha but how else would Seagal stop terrorism, druglords, and our own corruption all in one hour and a half hour film? LOL.....man o man.
