Default How does New Line put PIP in all their movies with requiring 1.1 players?

Do they have to include 2 seperate video files to do it?

yeah. Lionsgate did it that way for Crank as well.

IIRC they even did that on the SD DVD of crank

an alternate way to do it is if the PiP stuff isn't constant but pops up at certain parts you could do seamless branching for PiP
