Maybe not in that exact wording, but yes they all make sure people know hi-def players can upconvert DVD's.

The super Wal-Mart in my town here has upconverting before their HD-DVD, but the Blu-ray players just have it as a little bullet below the "1080p BLu-ray player"

No but I wouldn't be surprised if Blu-ray players start being advertised in the same manner.
