Default If you want Fallout 4 mods? Stick to PC.

So much for the "XBOX One version will have mods!" announcement at E3.

    http://www.ign.com/articles/2015/07/...ont-exist-yet?

Bethesda won't be bothering with including mod tools for ALL platforms until after launch.

Fallout 4 will support mods on PC and Xbox One, but according to Bethesda, the tools and sharing systems don't exist yet.

Bethesda's VP of Marketing, Pete Hines, says Bethesda is focusing on finishing the game first and will shift its priority to creating mod tools in 2016.

"Our entire focus is on finishing the game," Hines said. "Nobody cares about mods if the game sucks. This has always been our philosophy. We shift energy to construction tools, the creation kit, and all of that stuff once the game is done, and we start to figure out what all of that is going to look like."

The studio's priority right now, according to Hines, includes tackling the bug list, polishing the game, and working on the frame rate.

He continued, "The idea is that [the tools] will work on all platforms, but the truth is the system doesnít exist. Itís still being built and worked on and itís going to take awhile. Itís going to take clearly into next year because we canít even start it..."
Given the sudden shift to talking about how "Our mod tools will work on ~all~ platforms" it sounds a lot like that supposed mod exclusivity XBONE was supposed to get, might not be so exclusive after all?
    Great quotes on the internet:

I hear Galaxy is brilliant, and it probably is. Just can't picture myself sitting down and playing it. That would take time away from watching the Disney Channel and working on my coloring book.

It was never exclusive. I tried saying this a couple of times. The issue is getting them to work. I think most people understood it was going to be similar to how Unreal Tournament 3 did it on PS3. That over time the support would improve. This is one of the reasons why PS4 is slightly behind the Xbox One version in this regard. MS paid for priority seating, but that priority isn't really that great. PC is still first and foremost because Bethesda has to do very little for that community/hardware. The backbone is pretty much already set.

Sure, it's labeled but because it's not a first party developed product, various things can happen. Hell, they happen even with first party stuff. It's just understanding personal responsibility for use is going to be a hard thing to explain to a console user. PC Gamers have had years and by their very nature are use to having personal responsiblilty.

Thread title seems accurate, although console support is in beta.

No one should be the least bit surprised by this. Mods on the PC are the wild west, and that's not constructive inside a typical console business model.
