It sounds like this is all on Sony if the modder comments coming up on NeoGAF are anything to go by. According to them, this has been brewing for months because of a combination of only 900 MB allotted by Sony for mod content, and proprietary audio and texture formats that Sony is unwilling to budge on or help Bethesda and modders to transition over to.
Basically, it sounds like Bethesda was concerned about these issues initially, but Sony said "We can make this work and help or compromise on some restrictions," let Bethesda make the announcement about mods, then when it came time to actually make it work said, "Looks like we can't ease up on some things after all."
