If I take my friend's hard drive, with a bunch of XBL arcade games, and plug it into my 360, will I be able to play said games? If so, will there be any restrictions?

I think since its a different console, you would have to play those arcade games from your friends profile; alternatively you can go through some sort of process I have never done to transfer ownership to the new console, but then your friend is SOL for all his downloaded content I believe unless he plays logged in from his own home.
Can someone else confirm that?

Playing as his profile is no problem (he will be there). Has anyone here done this?

I think you will have to be connected to XBL and you will have to be signed in under his profile. I know my friend did this with his brother's HDD and I'm pretty sure that was the only catch.

It uses the consoles serial # when you DL it, as well as the profile used.
Anytime on XBL you'd be fine. But without it, it will only show up as a demo.

XBL content is accessible:
(a) by all profiles on the console it was downloaded on (b) any console by the profile that downloaded it
