I'm assuming they mean if you have downloaded Virtual console games, that you would be allowed to transfer those purchases to any other Wii you buy down the line. Like for PSN and live, all that DLC content is tied to your account.

Bingo. If you get a new system you're SOL when it comes to games you've downloaded.

Same with the DS.
