it's an effect man. jesus. you can do the same thing on NBA 2k and Maddens and stuff where the player is all crisp and clean looking and then the crowd and things in the background are blurred. just an effect i'm sure.

look at the track near the cars in the first two pics....wait, nevermind.
you'll never acknowledge it.
it's obvious turn 10 paid great attention to the car models, what about everything else?
got any screenshots that aren't cropped to focus on the car?

for example

car model? fantastic.
everything else?
looks different when not cropped, right?
