Wasn't Heavenly Sword made in a New Zealand studio? They probably used a lot of local talent for the voices.
And it's definitely Asian-inspired, but it has no relation to our world history. There's a snake woman and an oversized big man with blades on his hands. Not history. -

Nope made in the U.K by Ninja Theory who were working in the same building as (and been supported by I'd imagine) Sony Cambridge.

I know that you did not want lesser known titles, and I'm not sure PC games are supposed to be included, but for the few that have played it, "The Chosen: Well of Souls" has to have the worst narration and voice acting I have ever heard. I actually had to turn the voices off and go strictly by subtitles simply because of how bad it is. Look up some reviews of this game, and I believe you will see it mentioned again and again.
Truly the worst va I have heard in a game. -

The voice acting doesn't get much worse than the original Resident Evil on Ps1..
