True. It's better to have a pool of 14 million potential DLC downloaders than 10 million potential DLC downloaders.

They have the option to do so on the 360 because MS is paying for it and they have the larger base to work with. It's very simple, having a gold membership costs money and people paying for online are more inclined to buy DLC as well.
I'd actually like to see DLC numbers, that'd be interesting.
It's like the ps2 / xbox last gen, sure they could make some decent cash going MP but the return is great enough on one platform as well so it's not a necessity.XBL: Phil Collins117

Well I guess IW wasn't even going to make any DLC for COD4 in the first place. They were perfectly happy with the 16 maps that shipped with the game. If I were IW, I'd ask for a butt-load of money too if I was going to commit resources to something I was planning on doing.

I'd think 14 million players, playing their game online, would be incentive enough to put in the minimal effort it takes to release a map pack and have it instantly available for sale to that group.
Now companies moneyhatting some dlc is an entirely different discussion -

Errr... the DLC costs money. It's $10. The more money you can milk from your game's MP component, the better. So, of COURSE, they *were* planning on DLC, as nearly every online shooter does these days.

Personally, I prefer to give the community as much as possible out of the box instead of making them wait and pay extra for them later. However, whenever possible (like with COD2) we continue to make maps if our development process allows for it.Dusto

If MS "Moneyhatted" them, a claim you seem to love to throw out with no proof, I doubt it would have made it to the PSN so quickly. I’d say it’s more likely the 360 received higher priority due to its larger install base, or it was just an easier platform to develop for and thus received the content sooner.

Including as much as possible out of the box does not imply you're not going to develop and release even more afterwards. In your own quote he says: "However, whenever possible (like with COD2) we continue to make maps if our development process allows for it." So, yes, just like I said:
