No one said big budget. Downpour had an incredibly small budget though, a fraction of what most games have to work with.
As for PH in Homecoming, there actually is an incredibly valid reason for him being there. Look it up, I don't feel like writing the entire plot of that entry.
Downpour however, is more like a combination of 1 and Shattered Memories. It's main problem was performance and enemy design being... well, shit. It wasn't optimized for PS3 at all.
Many reviews gave the combat for it negative marks, for being clunky, and old fashioned. Yet, when Homecoming tried to be modern, you were to bad ass. The simple fact is that Survival horror doesn't seem to have much of a place now. If you're not a bad ass Isaac Clarke wanna be, you're not getting high marks anymore. No high marks = no sales. No sales = No more games. No more games = Death of Survival horror.
