What is the point? If you are actually concerned about shilling, then name the coverts in our midst, it is not an insult or a punishable offense.

If you are not that concerned with it, than why bother bringing it up at all?

I fail to see the point of this thread. The law if passed will obviously not be enforced against HDD if the users of the forum do not comply with it. It would be unreasonable to require HDD to put an effective user screening program in place to make sure there are no undisclosed pr people shilling in the forum.

Clearly, its affect would be to have a blurb at the bottom of each review about where/how the site got the disc being reviewed.
