Public poll suggestion

Is it possible to make every poll a "public poll" by default? If the OP wants it to be private, then he can check the box to make it so. However, 90% of the polls made on here are meant to be public. It would not only make things easier, but also fix the problems we've been having recently with checking the public poll ticker.
