Luc Besson didn't direct the first one, either. He just produced it as he did with this one.

The first was directed by Pierre Morel, who went on to direct Taken.

I wonder if there's any difference between the UK release http://www.amazon.co.uk/District-13-...3994255&sr=8-2 and the French release http://www.amazon.fr/Banlieue-Ultima...7&sr=8-1-fkmr0. Besides the French version being out now they seem to be close in price but are they region-free?
