You have a couple of options. You can get a decent HTIB (home theater in a box) solution from a trusted company like Onkyo or Yamaha, or you can buy a receiver and some speakers and piece your system together slowly and as you get more money. The Home Theater forum should be helpful and AVS should be helpful as well.
